Water, Sanitation and Hygiene

Access to safe water, adequate sanitation, and good hygiene practices is fundamental to human health, dignity, and socio-economic progress. Yet millions still lack these basic services, impacting education, livelihoods, and public health outcomes, especially among women and marginalised communities. Our services aim to bridge these critical gaps through data-driven insights, inclusive program design, and evidence-based policy support.

We combine rigorous research with participatory approaches that centre community voices and local realities. Our work ensures that WASH solutions are not only technically sound but also equitable, inclusive, and sustainable thereby driving improved health and dignity for all.

Program Evaluation of Piramal Sarvajal

PopulationCouncil Consulting conducted an evaluation study to assess the effectiveness of the franchise-based business model implemented by Piramal Sarvajal in Madhya Pradesh, India, to enhance access to safe drinking water in underserved communities. Using a mixed-methods approach, complemented by a desk review of program documents, the study evaluated the impact of market-based, sustainable solutions designed to improve water access through local entrepreneurship. Water.org facilitated financial support and institutional linkages, while Sarvajal led community awareness, lead generation, and franchisee capacity-building efforts.

The evaluation provided critical insights into the programme’s strengths and areas for improvement, offering evidence-based recommendations to enhance its design and implementation. Findings emphasised integrating financial viability with community engagement to ensure long-term sustainability. The study supports strategic refinements to strengthen program outcomes, maximise impact, and ensure that clean drinking water is accessible and affordable for marginalised populations through scalable, inclusive models.
