Knowledge Services
A centralised, easily accessible repository is key to any organisation’s success and we help make that vision a reality. By organising meaningful evidence, actionable insights, toolkits, frameworks, reports, and best practices in one place, we create dynamic knowledge hubs that foster collaboration, innovation, and informed decision-making for greater social impact. In fast-changing environments, adaptive learning and strong knowledge management systems are essential to remain responsive and effective. Our services focus on building systems that support continuous learning, knowledge sharing, and real-time feedback integration to drive better outcomes. We also design intuitive, customisable dashboards that bring your data to life. By integrating inputs from diverse sources—surveys, CRM tools, field reports, financial systems—we deliver a unified view to support efficient project management, performance tracking, and strategic decision-making across your organisation.

A Knowledge Guide to Strengthening Data Quality and Analytics System
National Data Quality Forum (NDQF) was initiated to strengthen the data ecosystem by fostering greater commitment to data quality among both producers and users, and by supporting the institutionalisation of quality assurance processes in surveys and administrative data. The NDQF, hosted at the Indian Council for Medical Research – National Institute for Research in Digital Health and Data Sciences, has brought together both data producers and consumers through series of webinars attended by 300-500 participants each time; one-on-one meetings with the biggest data producers including but not limited to International Institute for Population Sciences (IIPS) which conducts national family health surveys, Ministry of Health and Family Welfare’s – Health Management Information System (HMIS) division, and National Statistics Office of the Ministry of Statistics and Programme Implementation. The NDQF has initiated data quality library and published data quality assurance protocols for administrative and survey data on its website; and published multiple white papers. This project led to designing of National Guidelines on Data Quality in Surveys (Guidelines & Tools – NDQF) which has been referred widely by the data producers and consumers of data.

Strengthening Data Systems – Driving Data Analytical Efficiency
National Statistics Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI) is one of the three largest data producers in India. PopulationCouncil Consulting supported MoSPI’s Data Quality Assurance Division for digitisation of survey operations and reporting; and developed an application, E-SIGMA. https://www.esigma.mospi.gov.in/Account/Login .
Further, we supported the preparation of automated analytical tools.
- RSE Tool – Relative Standard Error Tool
- Multiplier Tool – to facilitate efficient calculation of multipliers for use in the data analysis.

Strengthening HMIS: From Data to Action
The Health Management Information System (HMIS), under the Ministry of Health and Family Welfare, Government of India, serves as a critical source of health data used by various programme verticals to monitor progress, plan interventions, and implement corrective measures. PopulationCouncil Consulting in partnership with ICMR-NIDHR served as a trusted partner to HMIS for over four years, contributing to the enhancement of data quality at both technical and behavioural levels. Our collaboration led to the development of key digital tools, including:
- ADVTool: A web-based application designed to address data consistency and validity issues after data entry across all levels. HMIS actively uses this tool to identify and correct data anomalies and has been integrated with HMIS2.0.
- DATool: An Android application that enables field audits by verifying entered data against physical registers at health facilities. It supports quality checks by both state and central HMIS teams.
In addition to technical solutions, we led the design and launch of the ‘HMIS Saves Lives’ behavioural campaign, with communication materials that have been adapted and used by multiple states. To further support evidence-informed programming, we compiled a user-friendly collection of case studies from eight states, highlighting how HMIS data has been effectively utilised to inform health programme planning and interventions.
